Emergency Ordinance 32/2026 · 6 hours a week · six months

Your workers learn Romanian. The proof writes itself.

The language course the law requires for non-EU workers — on the worker's own phone, explained in their own language. You see who is on track in real time, and the inspection report is ready.

The sign-up form and the company portal are in Romanian — the documents go to Romanian authorities.

What the law requires

The employer must provide the course — and prove it, week by week.

Who is responsible — the employer or the worker?

The employer. Art. 7(1)(g) of Emergency Ordinance 32/2026 requires the employer to provide a Romanian language course with elements of cultural and social integration to every non-EU worker: at least 6 hours a week, for at least 6 months from the start of work recorded in REGES-ONLINE. Supporting documents must be kept for at least 5 years after the employment ends (art. 7(1)(i)).

What happens at an inspection without proof?

The fine is 5,000–10,000 lei for each worker without evidence. With 20 workers, the maximum exposure is 200,000 lei.

How it works

Six months on the phone, from the alphabet to the job.

  1. 1. Placement

A short placement test on day one. Workers who already read Latin letters don't start from zero.

  2. 2. Three lessons a week

Short lessons with vocabulary, Romanian audio for every word and exercises, then a test at the end of every week. A lesson is passed at 70%.

  3. 3. Daily practice

Words the worker got wrong come back until they stick. Guided reading on short texts from real working life.

  4. 4. Time is measured, not declared

Only time with the app in the foreground and actual interaction counts. Weeks without activity show 0 hours — nothing is hidden.

  • — A weekly report by e-mail every Monday, and a mid-week alert for anyone under target

Questions employers ask

Is this the official A2 language certificate?

No, and we say so on every document. The participation certificate proves the worker took part in the course required by law, with the real hours and lessons. The official language certificate is issued only by designated schools (Order 6.129/2022). Our programme prepares the worker for that exam. From 1 January 2027, an A2 certificate is required for long-term residence.

My workers can't read the Latin alphabet. Can they start?

Yes. The first two weeks teach the Romanian letters and sounds from zero, with audio and every instruction in the worker's own language.
